
William “Bill” Winter, age 62 of Mansfield, PA, passed away on Monday, July 27, 2026, at UPMC Wellsboro Hospital. Bill was born on Wednesday, April 29, 1964, in Williamsport, PA, a son of Howard “Paul” Fultz and Connie (Lomison) Hall. He was self-employed as a contractor and a veteran. Bill enjoyed cooking, mowing lawn, fishing, hunting, woodworking, and spending time with his grandchildren.
Bill is survived by his wife, Rochelle Winter; children, Brandon Clemens of Mansfield, Amber (Nicholas) Shelman of Mansfield, PA, and Rebekah (Logan) Winter of Liberty, PA; 7 grandchildren, Dedrick, Bridgett, Aryelle, Cayden, Hudson, Jackson, and Walker; mother and father-in-law, Walter and Barbara Bump; brothers-in-law, Eric Barnett of Mansfield, PA, Lee Bump of Wellsboro, PA, and Joe Bump of Blossburg, PA. He was preceded in death by his parents, son Justin Clemens, sister Jessie Hall, and brother-in-law Dennis Barnett.
