Wellsboro Man Charged with Criminal Homicide

WELLSBORO, PA – A death investigation by Pennsylvania State Police turned into a homicide case and a Wellsboro man has been charged in the shooting death of a 61-year-old woman sometime on Thursday evening, July 30, 2026.

Early Friday morning, July 31, 2026, around 5:18 AM Wellsboro EMS and a Wellsboro Medic unit were requested by Pennsylvania State Police to Delmar Township for a gunshot victim. As EMS crews were enroute they were recalled by police by 5:36 AM.

According to Pennsylvania State Police, they were contacted by Tioga County Emergency Services about a shooting in the 5700 Block of Route 287 in Delmar Township, PA.  Due to the nature of the report, the Troop F – Major Case Team was activated.  

State police were still investigating the incident after they had issued a public release around 9:00 AM Friday morning.  At that time, police had stated that upon their arrival, an identified 61-year-old female was found deceased. An identified 62-year-old male was said to have been involved and had been transported to the Pennsylvania State Police barracks in Mansfield, PA, for further (questioning) as police continued their investigation.

Shortly after 5:00 PM the death investigation turned into a confirmed homicide case in which 62-year-old Kenneth Jerome Boom of Wellsboro, PA, allegedly was involved in a domestic dispute with the 61-year-old known female victim during the early Thursday evening hours of July 30, 2026, Police believe the fatal shooting occurred shortly after the domestic incident had taken place.

Boom was detained, interviewed and charged on Friday afternoon, July 31, 2026, through District Court 04-3-02.

Boom is facing the following charges;

* 18 § 2501 §§ A – 1st Degree Felony – CRIMINAL HOMICIDE.

* 18 § 2702 §§ A1 – 1st Degree Felony – AGGRAVATED ASSAULT – Attempts to Cause Serious Bodily Injuries or Causes Injury with Extreme Indifference.

* 18 § 2702 §§ A4 – 2nd Degree Felony – AGGRAVATED ASSAULT – Attempts to Cause or Causes Bodily Injuries with Deadly Weapon.

* 18 § 2705 – 2nd Degree Misdemeanor – RECKLESSLY ENDANGERING ANOTHER PERSON.

*  18 § 907 §§ A – 3rd Degree Misdemeanor – POSSESSION OF INSTRUMENT OF CRIME WITH INTENT.

Kenneth Boom was arraigned in front of District Magistrate Robert L. Repard.  Boom was placed in the Tioga County Prison without bail in accordance to the rules of Criminal Procedures.

Boom’s preliminary hearing is set for Tuesday, August 11, 2026, at 10:30 AM in front of Magisterial District Judge Robert L. Repard.
