Elmira Man Arrested as Fugitive from Justice

Chemung County Sheriff’s Office Release – April 13, 2026.

CHEMUNG COUNTY, NY – The Chemung County Sheriff’s Office announced on Monday, April 13, 2026, the arrest of 34-year-old Joshua M. Chapman of Elmira, NY, as a Fugitive from Justice out of the Bradford County Sheriff’s Office, in the Commonwealth of Pennsylvania, for the lead offense of A Default in Required Appearance, in Violation of the Pennsylvania Crimes Code.

On April 13, 2026, the Criminal Investigations Division received the warrant from the Bradford County Sheriff’s Office, in the Commonwealth of Pennsylvania, requesting that Chapman, who is currently an Incarcerated Individual in the Chemung County Jail, be held on the warrant. Chapman was subsequently arrested and processed as a Fugitive from Justice.

He was arraigned in Chemung County Court and remanded to Chemung County Jail, awaiting extradition to Pennsylvania.
