Elmira Man Arrested for Criminal Possession with Intent to Sell

CHEMUNG COUNTY, NY – The Chemung County Sheriff’s Office announced on Saturday, March 28, 2026, the arrest of 29-year-old Drew M. Shaffer, of Elmira, NY, following the investigation of a suspicious vehicle in the Town of Big Flats.

On Tuesday, March 24, 2026, around 1:51 AM, a Deputy with the Chemung County Sheriff’s Office Road Patrol observed a suspicious vehicle behind the Sportsman’s Warehouse, which was closed. The Deputy identified Shaffer as the operator and began an investigation to determine what he was doing behind the closed business.

According to Deputies, during their investigation, Deputies (allegedly) found Shaffer to be in possession of a large quantity of narcotics, methamphetamine, and other paraphernalia.

Investigators of the Criminal Investigation Division were made aware of the arrest and assisted in the remainder of the investigation. As a result of this investigation, Shaffer was charged with the following:

  • Criminal Possession of a Controlled Substance in the 3rd Degree with Intent to Sell.
  • Criminal Possession of a Controlled Substance in the 5th Degree with Intent to Sell.
  • Criminal Possession of a Controlled Substance in the 7th Degree.

Shaffer was arraigned in the Town of Big Flats Court and released on his own recognizance. Shaffer is scheduled to appear in the Town of Big Flats Court at a later date.
