WYSOX, PA – Back on Friday, January 23, 2026, at approximately 2:39 PM, Pennsylvania State Police based in Towanda, PA, arrested a couple after they responded to a residence along Tulip Lane in Wysox Township for a reported welfare check involving young children and unsanitary living conditions.
Upon police arrival, troopers had observed a large accumulation of garbage outside the home. After
making contact with the occupants, troopers were granted entry into the residence.
According to troopers, once hey were inside they observed three children inside the home. There was a female infant, and two young boys, ages 2 and 5. It was noted by police that the interior of the residence was found to be in a severe state of severe disrepair and unsanitary condition, including large amounts of garbage, animal feces throughout multiple rooms, urine-stained furniture, structural hazards, and a lack of basic utilities. Troopers even stated that the kitchen appliances were inoperable, and the refrigerator contained little to no food.
The residence was occupied by Davona Rose Manuel and Jonathan Daniel Robinson along with their three children, all under the age of six. Child and Youth Services (CYS) was notified and responded to the scene. It was learned the young children had been living in these conditions since March 2025.
Police would arrest 26-year-old Devona Rose Manuel of New Albany, PA and 27-year-old Jonathan Daniel Robinson of Wysox, PA.
Both Jonathan Daniel Robinson and Devona Manuel have been charged with 6 felony charges of Endangering the Welfare pf Children. They include the following;
- 3 Counts of Endangers Welfare of Care Dependent Person for Whom She is Responsible – (3rd Degree Felony).
- 3 Counts of Endangering the Welfare of Children – Parent/Guardian/Other commits Offense – (Felony).
Devona Manuel was placed in the Bradford County Correctional Facility as she could not afford the $15,000 monetary bail. Jonathan Daniel Robinson was also unable to afford his monetary bail of $30,000 and he was placed in the same prison. The couple’s preliminary hearings are set for Tuesday, February 10, 2026, at 1:00 PM in front of Ryan L. Edsell.
