Arrest Warrant Issued for Elkland Man Charged With Failure to Comply With Megans’ Law

An arrest warrant was issued for 56-year-old Jack Lee Smith formerly of Elkland, PA

ELKLAND BOROUGH, PA – While Pennsylvania State Police were conducting address verification on sexual offenders within Tioga County, members of the Troop F – Mansfield barracks determined that Jack Smith was non-compliant with Megan’s Law registration requirements.

On May 6, 2026, a criminal complaint was filed against 56-year-old Jack Lee Smith, through District Court 04-3-01. Also an arrest warrant was issued for Jack Lee Smith.

Smith has been charged with the following:

  • PA, Title 18 Section 4915.2(a)(1) – 2 counts of Failure to Register with PSP – 2nd Degree Felony.
  • PA, Title 18 Section 4915.2(a)(2) – 2 countys of Failure to Vertify Address and Be Photographed – 2nd Degree Felony.

Smith has used a number of alias’ in the past (see image of list of aliases below). Smith was convicted of attempted rape back in October of 1984.
