Alleged Domestic In Elkland Leads To Multiple Charges Against Lock Haven Man – PSP Mansfield Release – September 2025.

ELKLAND BOROUGH, PA – On Wednesday, September 3, 2025, Pennsylvania State Police responded to East Main Street in Elkland, PA, for a domestic incident with unknown injury.

According to police, both individuals were separated and interviews were established. It was noted by police that the 26-year-old female victim of Elkland, PA, had visible fresh bruising and lacerations all over her body.

Mason Wesley Winner, 27, of Lock Haven, PA, was said to have (allegedly) strangled the victim and she could not breath.

Winner was arrested and placed in the Tioga County Prison with a $50,000 monetary bail.

Winner’s has been charged with the following,

  • 2nd Degree Felony – Strangulation – Applying Pressure to Throat or Neck.
  • 1st Degree Misdemeanor – Terroristic Threats with Intent to Terrorize.
  • 2nd Degree Misdemeanor – Simple Assault.
  • Summary – Harassment – Subject Other to Physical Contact.

Mason Winner’s preliminary hearing is set for Thursday, September 18, 2025, at 10:00 AM in front of Magisterial District Judge James R. Edgcomb.
